The Right of Children to Free and Compulsory Education Act, 2009

The law behind article 21A — every child of six to fourteen has the right to free and compulsory education in a neighbourhood school, no capitation fee and no screening at admission, no child held back or expelled before the eighth class, the twenty-five per cent. quota unaided schools must fill from the weaker section and disadvantaged group, the duties of the government, the local authority, parents and teachers, the School Management Committee, and the Schedule's norms for teachers, buildings and working days. All 39 sections and the Schedule, with the five Rajasthan State amendments.

An Act to provide for free and compulsory education to all children of the age of six to fourteen years.

BE it enacted by Parliament in the Sixtieth Year of the Republic of India as follows:—

India Code prints no cover or “as on” line for this Act; the latest change footnoted is the Right of Children to Free and Compulsory Education (Second Amendment) Act, 2019, which restored examinations in the fifth and eighth classes from 1 March 2019. The five Rajasthan State amendments are printed under the sections they change.
